President – William Smith Jr. CISSP, GSNA, CEH, GPEN, GCFA, GCFE, GNFA, CFR

Bill is currently working as a Cyber Security / Insider Threat Analyst for Johns Hopkins Applied Physics Laboratory. Prior to coming back to APL in December 2008 (he worked there previously for almost 9 years), he worked for Computer Sciences Corporation (CSC) as a Vulnerability & Penetration Tester for 1.5 years. Bill holds an undergraduate degree in Information Systems from Drexel University and a Master’s in Information Assurance from Norwich University. Bill also holds the CISSP, CFR, CEH, GSNA, GPEN, GCFA, GCFE and GNFA certifications. Bill’s contributions to the ISSA Central Maryland chapter have included volunteering on the training committee and serving as a past chapter Treasurer and current President (since 2008).  In particular, he’s helped streamline the chapter’s financial operations, oversaw a significant number of changes and clarifications to the chapter bylaws that have taken effect over the years and been heavily involved in the chapter’s efforts to start student chapters and promote the STEM field.  Bill has also assisted in various roles related to the ISSA International conference as well. Aside from the ISSA, Bill’s is a member of both the IEEE and Infragard and also a lifetime member of the Alpha Phi Omega National Service Fraternity.  He has served as a past President of his undergraduate chapter and is currently President of the chapter’s alumni association. Outside of his career / ISSA duties, Bill enjoy spending time with his family and partaking in activities such as archery, chess and playing guitar.


Sidney M. Spunt

Vice President of Operations – Sidney M. Spunt, CISSP, CSM

Sidney has worked in the Information Assurance arena for more than twenty-five years. He earned his CISSP certification in January 2009. Sidney works for C-HIT as the Chief Security Architect. on a large CMS identity management and access contract. Sidney has been an active Member of the Baltimore Chapter of the ISSA since January 2009. He assisted with the planning and organization of the Chapter’s InfoSec Summits in 2010 and 2011 and the subsequent Mid-Atlantic Information Systems Conferences (MAISC). He was also a member of the Steering Committee and co-chair of the Attendee Development and Marketing Committee for the 2011 and 2012 ISSA International Conferences. Sidney actively supports the Chapter’s CISSP Study Groups and regularly leads some of the sessions. When not working or supporting ISSA, Sidney volunteers as a Paramedic/Fire Fighter for the Reisterstown Volunteer Fire Company. He has been a Paramedic for the last thirty years and serves as the EMS Captain. Sidney is also an avid motorcyclist and travels around the globe whenever possible.

Bill has over 25 years in IT, from operations to sales and business development, technical expertise in Storage Area Networks, Disaster Recovery (DR) / Continuity of Operations Plan (COOP), wired and wireless networking and link optimization, Cloud Computing and Storage. Additionally, Bill possesses a solid background in Virtualization, Networks, and Cyber Security.

Steve Chan

Vice President of Membership – Steve Chan, CISSP, PMP

Steve Chan has been the Vice-President of Membership for the Information Systems Security Association (ISSA) Central Maryland Chapter since January 2011, is a member of both the National Capital Chapter and the Northern Virginia (NOVA) Chapter of ISSA, is a Distinguished Fellow of ISSA International, is a member of both the Maryland and the National Capital Region Chapter of InfraGard, and is a member of both the Washington DC and Baltimore Chapters of the Project Management Institute.

Steve graduated from Johns Hopkins University with a Bachelor’s in Biology and a Master’s in Computer Science.

Steve is currently working as an Information Security Officer for the Office of the Comptroller of the Currency, which is an agency under the US Department of the Treasury.

Prior to the Comptroller of the Currency, Steve worked as an Information Security Officer for the US Department of Veterans Affairs, Office of Cyber Security in Washington DC, and has worked in the past for George Washington University, Sun Microsystems, Uniprime Systems, Dataflow Technologies, Computer Products Research Corporation, and Westinghouse Advanced Technology Labs.

Contracting work has been done at Orbital Sciences, Black and Decker, US Bureau of Engraving and Printing, IBM, AT&T, EDS, Paradyne, and numerous other organizations.

Professional work has included both people management and project management in information security, wireless networking systems, IT infrastructure, systems engineering/design, computer service/repair/installation, disaster recovery/business continuity, compliance, benchmarking, software/systems development, and expert witness work under oath in federal procurement cases.

Information Security work has included bug bounty programs, CDM (Continuous Diagnostics and Mitigation), predictive analytics, cloud solutions, cybersecurity architecture, software assurance, in addition to managing multiple projects covering systems that must meet NIST SP 800-53 Rev 5 FISMA standards and comply with NIST SP-800-37 Rev 1 Risk Management Framework.

Other responsibilities are C&A/A&A, training/teaching information security/privacy, contract reviews, ISA/MOU/DTA/DUA/BAA/RBD creation/reviews, security policies & SOP’s, security audits/inspections, access management, configuration management, incident response, PKI/VPN, media sanitization/disposal, and other duties as required.


Vice President of Professional Development – Phil Rogofsky, CPA, CISSP

Vice President of Education – Kevin Newman, CISSP

Kevin A. Newman is currently serving as the Vice President for Education of the Central Maryland ISSA Chapter. He has earned an Associate’s Degree in Communications Applications Technology from the Community College of the Air Force, an Undergraduate (Bachelor’s) Degree in Liberal Arts, with an Area Concentration in Polish Language and Culture from Excelsior University, a Graduate (Master’s) Degree in Computer Systems Management specializing in Information Assurance from the University of Maryland University College, and is currently pursuing a Doctorate of Science in Information Assurance from Capitol technical University. He holds/has held multiple professional certifications in various fields, including American Red Cross CPR Instructor (1985-2006), Advanced First Aid Instructor (1985-2005), Emergency Medical Technician (1983-2017), GIAC Certified Incident Handler (2014-2017), and Certified Information Systems Security Professional (CISSP) (2007-Present). He is an active member of the Honor Society of Phi Kappa Phi, the American Association of Information Technology Professionals, American Legion, and of course the Information Systems Security Association Central Maryland Chapter, where he’s been a member since 2006.  He is also a volunteer with Anne Arundel County Fire Department, where he has served as an EMT/Driver, Crew Chief, Mentor, Trainer, Vice President, and President. He is a retired US Air Force Master Sergeant. Kevin is currently employed with Gtegrity, Inc, where he serves as a senior Information Systems Security Engineer.  He has been married to Tina, with whom he shares five children and six grand-children. He enjoys reading and working on/with computers, is a self-confessed information glutton, and loves learning new things. He is also an avid motorcyclist, having been riding for over 40 years, and sings karaoke, plays several musical instruments, and speaks several Slavic languages. 


Treasurer – Seth Wilson, MBA, CISA, CISSP

Seth has over two decades of experience working with information systems and is currently the Managing Member of Constant Integrity, LLC. His work experience includes managing information security assessments and attestation engagements, implementing and managing security solutions, and managing software implementation projects and development teams. He holds an MBA from Hood College, a Master of Science degree in Cybersecurity from Hood College, and a Bachelor of Science degree in Physics and Economics from Vanderbilt University. Seth is a member of the Sigma Beta Delta International Honor Society for Business Management and Administration and the Upsilon Pi Epsilon International Honor Society for the Computing and Information Disciplines. He is certified as a CISA by ISACA, a CISSP by (ISC)2, and an EMT-B by the State of Maryland. Seth serves as a volunteer Firefighter / EMT for the Volunteer Fire Company of Halfway, Maryland. He also enjoys studying health and fitness, investing, and physical and biological sciences.
